CHP umdelerinin, \u201calt\u0131 ok\u201d olarak tan\u0131mlanmas\u0131 etkiyi azaltmaktad\u0131r.<br \/>\n2- 2011, 2007, 2002, 1995, 1991 genel se\u00e7imlerindeki se\u00e7im beyannamelerinde gereksiz ayr\u0131nt\u0131ya girilmi\u015f, \u00f6zden uzakla\u015f\u0131lm\u0131\u015ft\u0131r. \u00d6nceki d\u00f6nemlerde ayn\u0131 konulardaki farkl\u0131 s\u00f6ylemler, CHP\u201dyi tutars\u0131z, r\u00fczg\u00e2r\u0131n y\u00f6n ve \u015fiddetine g\u00f6re tav\u0131r belirleyen parti konumuna d\u00fc\u015f\u00fcr\u00fclm\u00fc\u015ft\u00fcr.<br \/>\n3- Se\u00e7im bildirgelerindeki ayr\u0131nt\u0131lar, farkl\u0131 ki\u015filer taraf\u0131ndan farkl\u0131 yorumlanmas\u0131 nedeniyle s\u00f6ylem birli\u011fi olu\u015fturulamamaktad\u0131r.<br \/>\n4- Somut olaylar yerine; ahlak, namus, vicdan gibi soyut ve ki\u015fiye g\u00f6re de\u011fi\u015fen vurgulardan ka\u00e7\u0131n\u0131lmal\u0131d\u0131r.<br \/>\n5- \u2026 ce\u011fiz, \u2026.ca\u011f\u0131z \u015feklindeki c\u00fcmle biti\u015fleri g\u00fcven vermemektedir.<br \/>\n6- Okunmas\u0131 ve kal\u0131c\u0131 olmas\u0131 i\u00e7in k\u0131sa ve \u00f6zl\u00fc olmas\u0131 daha yararl\u0131 olur. Hi\u00e7 kimse partilerin se\u00e7im bildirgesini okuyarak oy vermiyor. Sahada g\u00f6rev yapan partililerin kullanabilece\u011fi slogan tipi vurgular\u0131n yap\u0131lmas\u0131 ba\u015far\u0131y\u0131 art\u0131racakt\u0131r.<\/p>\n<p>2015 MV SE\u00c7\u0130MLER\u0130 CHP SE\u00c7\u0130M B\u0130LD\u0130RGES\u0130 \u00d6NER\u0130S\u0130<br \/>\nG\u0130R\u0130\u015e<br \/>\n(Giri\u015f k\u0131sm\u0131, bildirgeyi haz\u0131rlayacaklara yol g\u00f6stermesi amac\u0131yla ana \u00e7\u0131k\u0131\u015f noktalar\u0131n\u0131n g\u00f6zden uzak tutulmamas\u0131 i\u00e7in \u00f6zetlenmi\u015ftir)<br \/>\n1927 y\u0131l\u0131ndaki \u201cCumhuriyet\u00e7ilik\u201d, \u201cHalk\u00e7\u0131l\u0131k\u201d, \u201cMilliyet\u00e7ilik\u201d ve \u201cLaiklik\u201d ilkelerine, 1935 y\u0131l\u0131nda \u201cDevlet\u00e7ilik\u201d ve \u201cDevrimcilik\u201d ilkeleri eklenmi\u015ftir. 1959 y\u0131l\u0131ndaki \u201c\u0130lk Hedefler Beyannamesi\u201d ile CHP \u201ce\u015fitlik\u201d, \u201cadalet\u201d, \u201cYarg\u0131n\u0131n Ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131\u201d, \u201c\u00dcniversitelerin \u00d6zerkli\u011fi\u201d, \u201cSosyal Devlet\u201d, \u201cBas\u0131n \u00d6zg\u00fcrl\u00fc\u011f\u00fc\u201d konular\u0131ndaki g\u00f6r\u00fc\u015fleri ne yaz\u0131k ki istenilen \u015fekilde \u00fclkemizde ger\u00e7ekle\u015fmemi\u015ftir.<br \/>\n1980 y\u0131l\u0131ndan sonraki d\u00f6nemlerde ise \u00fclkemizde 1961 Anayasas\u0131 ile g\u00fcvence alt\u0131na al\u0131nan emek\u00e7i kesimin sosyal g\u00fcvenlik ve \u00f6rg\u00fctlenme haklar\u0131 ellerinden al\u0131nm\u0131\u015f, k\u00f6yl\u00fclerin geleneksel \u00fcretim y\u00f6ntemleri \u00e7a\u011fda\u015f usullere d\u00f6n\u00fc\u015ft\u00fcr\u00fclememi\u015ftir. K\u00f6yden kente h\u0131zl\u0131 g\u00f6\u00e7ler k\u0131rsal kesimin sorunlar\u0131n\u0131 \u015fehre ta\u015f\u0131m\u0131\u015ft\u0131r. \u015eehir rant\u0131n\u0131n zenginle\u015fme arac\u0131 olarak kullan\u0131ld\u0131\u011f\u0131, insan hak ve \u00f6zg\u00fcrl\u00fcklerinin yok say\u0131ld\u0131\u011f\u0131 1990\u2019l\u0131 y\u0131llardan sonra ter\u00f6r, doruk noktas\u0131na ula\u015fm\u0131\u015ft\u0131r.<br \/>\n\u00dclkemizde ekonomik, sosyal, k\u00fclt\u00fcrel, askeri, siyasal anlamda geli\u015fmeler sa\u011flanamam\u0131\u015f, ola\u011fan ve zamana uyum, bilgi ileti\u015fim teknolojisinin kullan\u0131m\u0131 \u015feklindeki de\u011fi\u015fimler abart\u0131lm\u0131\u015ft\u0131r. \u00dcretmeden t\u00fcketme al\u0131\u015fkanl\u0131 ya\u015fam bi\u00e7imine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Teknoloji \u00fcretmeyen, \u00fcretilmesine izin verilmeyen \u00fclkemiz, bilgi ileti\u015fim teknolojileri konusunda m\u00fcstemleke durumu gelmi\u015ftir.<br \/>\nE\u011fitim kalitesinin d\u00fc\u015fmesi, ulusal e\u011fitim politikalar\u0131n\u0131n olu\u015fturulamamas\u0131, kamu-\u00f6zel fark\u0131 olmaks\u0131z\u0131n hizmetlerin kalitesinin d\u00fc\u015fmesine, verimlili\u011fin azalmas\u0131na neden olmu\u015ftur.<br \/>\nYasalar\u0131n s\u00fcrekli egemen s\u0131n\u0131flar\u0131n, \u00e7\u0131kar odaklar\u0131n\u0131n, finans sekt\u00f6r\u00fcn\u00fcn lehine de\u011fi\u015ftirilmesi, ayn\u0131 konularda farkl\u0131 yarg\u0131 kararlar\u0131n\u0131n verilmesi, davalar\u0131n uzun s\u00fcrede, \u00e7o\u011fu da yanl\u0131\u015f olarak sonu\u00e7lanmas\u0131, yurtta\u015f\u0131n Devlete g\u00fcvenini yok etmi\u015ftir. Devletin temeli adalet terazisi art\u0131k do\u011fru tartmamaktad\u0131r. Kararlar yasal olmad\u0131\u011f\u0131 gibi, vicdani de de\u011fildir. Zaten yasalar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 evrensel hukuk normlar\u0131ndan uzakt\u0131r.<\/p>\n<p>CHP 2015 SE\u00c7\u0130M B\u0130LD\u0130RGES\u0130NE ALINMASINI \u0130STED\u0130\u011e\u0130M\u0130Z KONU BA\u015eLIKLARI:<br \/>\n(Se\u00e7im bildirgesinde de bulunmas\u0131 geren konular; ya\u015f, sosyal s\u0131n\u0131f, ekonomik veri, \u00fcretim y\u00f6ntemi vs. g\u00f6zetilmeksizin kar\u0131\u015f\u0131k olarak yaz\u0131lm\u0131\u015ft\u0131r. Etnik k\u00f6ken, inan\u00e7 ve b\u00f6lge temeli \u00fczerinden yap\u0131lan biz-siz ayr\u0131mc\u0131l\u0131\u011f\u0131 ile yurtta\u015flar\u0131m\u0131z\u0131n birbirine kar\u015f\u0131 sayg\u0131s\u0131, ho\u015fg\u00f6r\u00fcs\u00fc kalmam\u0131\u015ft\u0131r. Anadolu insan\u0131n\u0131n sevgi yakla\u015f\u0131m\u0131, kin ve nefrete d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. \u0130nsanlar\u0131m\u0131z\u0131n ba\u015fta siyaset kurumu olmak \u00fczere t\u00fcm kurumlar\u0131na kar\u015f\u0131 g\u00fcven yok edilmi\u015ftir. Polisiye tedbirlerle, zor kullanarak, sindirme, y\u0131ld\u0131rma, istikrar bozulursa ekonomi \u00e7\u00f6ker tehditleriyle \u00fclkede bar\u0131\u015f korunamayaca\u011f\u0131 gibi, kalk\u0131nma, g\u00f6nen\u00e7, \u00e7a\u011fc\u0131l uygarl\u0131k sa\u011flanamayacakt\u0131r.<br \/>\nUlusal gelirin % 80\u2019i, \u00e7o\u011funlu\u011fu AKP\u2019li % 10\u2019un eline ge\u00e7mi\u015ftir. Ekonomik \u00e7\u0131kar \u00e7evrelerinin doyumsuzlu\u011fu sosyal gerilim, huzursuzluk ve patlamalar\u0131n da kayna\u011f\u0131 olacak duruma gelmi\u015ftir.<br \/>\nHALKIMIZIN, CHP\u2019L\u0130LER\u0130N \u0130STEMLER\u0130<br \/>\n(B\u0130LD\u0130RGEDE BULUNMASI \u0130STEN\u0130LD\u0130\u011e\u0130 \u015eEK\u0130LDE)<br \/>\n1- \u00c7ocuklar \u00fczerinde psikolojik bask\u0131ya d\u00f6n\u00fc\u015fen merkezi s\u0131nav sistemine son verilecektir. E\u011fitim ve okulla\u015fma seferberli\u011fi ilan edilecek. E\u011fitim ve \u00f6\u011fretim standartlar\u0131na uygun s\u0131n\u0131f say\u0131lar\u0131n\u0131n olmas\u0131 i\u00e7in \u00e7al\u0131\u015fmalar h\u0131zland\u0131r\u0131lacakt\u0131r. \u00c7a\u011f\u0131n ve toplumun gereksinimlerine uygun m\u00fcfredat geli\u015ftirilecektir.<br \/>\n2-\u00dcniversite \u00f6\u011frencilerinin yurt sorunu kesinlikle en fazla iki y\u0131l i\u00e7inde sonland\u0131r\u0131lacakt\u0131r. \u00dcniversitelerde bilimsel ve mali \u00f6zerklik sa\u011flanacak, Siyasetin \u00fcniversiteler \u00fczerindeki h\u00e2kimiyetine son verilecektir. Akademisyenlere i\u015f g\u00fcvencesi getirilecek, \u00fcniversiteler bilim \u00fcretir kurumlara d\u00f6n\u00fc\u015ft\u00fcr\u00fclecektir.<br \/>\n3- Milletvekilli\u011fi dokunulmazl\u0131\u011f\u0131, k\u00fcrs\u00fc dokunulmazl\u0131\u011f\u0131yla s\u0131n\u0131rland\u0131r\u0131lacak, memurlar\u0131n yarg\u0131lanmas\u0131nda m\u00fclki amirlerden izin alma zorunlulu\u011funa son verilecektir.<br \/>\n4-Hukuksuz i\u015flemlerle ilgili memurlar\u0131n ve g\u00fcvenlik g\u00fc\u00e7lerinin i\u015fledi\u011fi su\u00e7lardan dolay\u0131 Devlet taraf\u0131ndan \u00f6denen tazminatlar su\u00e7u i\u015fleyen memura r\u00fccu edilecektir.<br \/>\n5- Vergi adaleti sa\u011flanacak, asgari \u00fccretten ve her t\u00fcrl\u00fc gelirden asgari y\u0131ll\u0131k \u00fccret tutar\u0131 kadar\u0131ndan vergi al\u0131nmayacakt\u0131r. Kamu d\u00fczeninde asgari \u00fccrete ba\u011flanan ceza y\u00f6ntemine son verilecektir. Sosyal G\u00fcvenlik Kurumu i\u015f\u00e7i, i\u015fveren SGK kesintileri toplam\u0131 % 15\u2019yi ge\u00e7meyecek. Emeklilik sigorta sistemi genel SG sisteminden ayr\u0131lacakt\u0131r. Vergi sistemindeki muafiyet ve istisnalar\u0131n tamam\u0131 kald\u0131r\u0131lacakt\u0131r.<br \/>\n6- Kay\u0131t d\u0131\u015f\u0131 ekonomi ve sahte fatura d\u00fczenine son verilecektir. S\u00f6zle\u015fmelerde Damga vergisi kald\u0131r\u0131lacak, ticaretin yaz\u0131l\u0131 hale gelmesi sa\u011flanacakt\u0131r. Ticari i\u015flemlerde 500 TL ve \u00fczeri t\u00fcm \u00f6demeler bankac\u0131l\u0131k sistemi \u00fczerinden ger\u00e7ekle\u015ftirilecektir. Bankalar\u0131n komisyon ve masraf \u015feklindeki arac\u0131l\u0131k hizmetlerinden kaynaklanan kesinti yap\u0131lmas\u0131na ticari i\u015flemlerde izin verilmeyecektir. Y\u0131ll\u0131k, makul i\u015flemin binde birini ge\u00e7meyecek \u015fekilde i\u015fletim \u00fccreti kar\u015f\u0131l\u0131\u011f\u0131nda i\u015flemler yap\u0131lacakt\u0131r. Devlet bankalar\u0131nda ticari i\u015flemlerden komisyon, masraf al\u0131nmayacak, haks\u0131z rekabet g\u00f6zetilecektir.<br \/>\n7- \u0130\u015fletmelerin varl\u0131k ve bor\u00e7lar\u0131n\u0131n ger\u00e7ek, rayi\u00e7 bedel \u00fczerinden g\u00f6sterilmesi sa\u011flanacak, ba\u011f\u0131ms\u0131z denetim k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli i\u015fletmelerde bedeli Devlet taraf\u0131ndan kar\u015f\u0131lanmak suretiyle zorunlu hale gelecektir.<br \/>\n8- Yarg\u0131n\u0131n h\u0131zl\u0131 ve do\u011fru i\u015flemesi i\u00e7in \u00f6nlemler al\u0131nacak. HSYK \u00f6zerk hale getirilecek. Yarg\u0131n\u0131n tam ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 sa\u011flanarak kendi i\u00e7 denetim mekanizmas\u0131n\u0131 geli\u015ftirecektir.<br \/>\n9- Yarg\u0131, g\u00fcvenlik, e\u011fitim ba\u015fta olmak \u00fczere memur tayin ve atamalarda s\u0131navla atama sistemine ge\u00e7ilecek. S\u0131navla gelinen yarg\u0131 \u00e7evrelerinde g\u00f6revden alma, yarg\u0131 karar\u0131na ba\u011flanacakt\u0131r.<br \/>\n10- G\u00f6steri ve y\u00fcr\u00fcy\u00fc\u015fler yasas\u0131 \u00e7a\u011fa uygun d\u00fczenlenecek, g\u00f6steri ve y\u00fcr\u00fcy\u00fc\u015f hakk\u0131n\u0131n \u00f6n\u00fcndeki yasal ve idari k\u0131s\u0131tlamalar kald\u0131r\u0131lacakt\u0131r.<br \/>\n11- Askerlik s\u00fcresi k\u0131salt\u0131lacak (e\u011fitim durumu ve yap\u0131lacak s\u0131nav sonucuna g\u00f6re 2-8 ay aras\u0131nda ba\u015far\u0131ya g\u00f6re s\u00fcre belirlenecektir.)<br \/>\n12- Bedelli askerlik uygulamas\u0131na son verilecektir.<br \/>\n13- Toplu ula\u015f\u0131mda indirim ve \u00fccretsiz uygulamaya son verilecektir. 12-24 ya\u015f aras\u0131 \u00f6\u011frencilere ayl\u0131k 100 bini\u015flik, geliri yetersiz 65 ya\u015f ve \u00fczerindeki yurtta\u015flar\u0131m\u0131za da ayl\u0131k 30 bini\u015flik \u00fccreti Devlet taraf\u0131ndan kar\u015f\u0131lanan T\u00fcrkiye\u2019nin her yerinde ge\u00e7erli seyahat kart\u0131 verilecektir.<br \/>\n14- Bilim ve teknolojinin geli\u015fmesi i\u00e7in \u00dcniversite \u2013 Sanayi \u2013 \u0130\u015fletmeler aras\u0131nda i\u015fbirli\u011fi sa\u011flanacak, finansman ba\u015fta olmak \u00fczere her t\u00fcrl\u00fc yard\u0131m yap\u0131lacakt\u0131r.<br \/>\n15-\u0130hracatta KDV iade sistemi ihracat\u0131n ger\u00e7ekle\u015fti\u011fi anda uygulanacak, Ulusal \u00fcretimin artmas\u0131 i\u00e7in te\u015fvik sistemi g\u00fcmr\u00fck vergileri de dikkate al\u0131narak d\u00fczenlenecektir.<br \/>\n16- Devlet ve \u00f6zel sekt\u00f6rde hesap verebilirlik, \u015feffafl\u0131k, a\u00e7\u0131kl\u0131k prensiplerine s\u0131k\u0131 s\u0131k\u0131ya uyulacak. Kamu harcamalar\u0131 al\u0131nan mal ve hizmetin \u00f6zellikleri itibariyle kamuoyuna a\u00e7\u0131k hale gelecektir. Belediyelerin ve K\u0130T\u2019lerin hesaplar\u0131 yerli kurulu\u015flarca ba\u011f\u0131ms\u0131z denetime tabi tutulacakt\u0131r.<br \/>\n17- Fiyat ve etiket yasas\u0131 tekrar g\u00fcncel hale gelecek, farkl\u0131 yer ve mek\u00e2nlarda ayn\u0131 t\u00fcr mal ve hizmetin fiyat\u0131 denetim alt\u0131na al\u0131nacak, ba\u015fta turizm sekt\u00f6r\u00fc olmak \u00fczere fahi\u015f fiyat uygulamas\u0131na son verilecektir.<br \/>\n18- Her t\u00fcrl\u00fc t\u00fcketim malzemesinin sat\u0131\u015f\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 ma\u011faza ve i\u015fyerlerinin k\u0131\u015f\u0131n saat 18.00, yaz\u0131n 20.00\u2019den sonra \u00e7al\u0131\u015fmas\u0131na izin verilmeyecektir.<br \/>\n19- Cumartesi ve Pazar g\u00fcnleri \u015fehirleraras\u0131 y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 yap\u0131lamayacakt\u0131r. Tar\u0131m \u00fcr\u00fcnlerinde yerli tohum kullan\u0131lmas\u0131 i\u00e7in \u00f6nlemler al\u0131nacakt\u0131r.<br \/>\n23-Besi hayvanc\u0131l\u0131\u011f\u0131n\u0131n yan\u0131nda mera hayvanc\u0131l\u0131\u011f\u0131 i\u00e7in i\u015fyeri, organizasyon, veterinerlik hizmetleri te\u015fviklerle sa\u011flanacak. \u0130hracata y\u00f6nelik tar\u0131m ve hayvanc\u0131l\u0131k desteklenecektir.<br \/>\n24- \u0130\u015fsizlik ve i\u015f g\u00fcvencesi sorunu \u00e7\u00f6z\u00fclecektir.<br \/>\n25- Se\u00e7im yasas\u0131 de\u011fi\u015ftirilecek, n\u00fcfus yerine se\u00e7men say\u0131s\u0131 esas al\u0131narak se\u00e7im \u00e7evrelerinde milletvekili say\u0131s\u0131 belirlenecek, nispi temsil ve tercihli oy sistemi getirilecektir.<br \/>\n26- Tarihi eserlerin, k\u00fclt\u00fcrel de\u011ferlerin tamam\u0131 kay\u0131t alt\u0131na al\u0131nacak, r\u00f6leve \u00e7al\u0131\u015fmalar\u0131 yap\u0131lacak, asl\u0131na uygun tamir ve bak\u0131mlar\u0131 yeterlili\u011fi kan\u0131tlanm\u0131\u015f firma ve ustalarla yap\u0131lacakt\u0131r.<br \/>\n27- Sa\u011fl\u0131k hizmetlerinde reformlara devam edilecek, sa\u011fl\u0131\u011f\u0131n ticaretine son verilecektir. Hasta-sa\u011falt\u0131m hizmetlerinde s\u00fcreklilik ve taml\u0131k d\u00f6nemi ba\u015flat\u0131lacakt\u0131r.<br \/>\n28- \u015eehirlerde muhtarl\u0131k ve kaymakaml\u0131k sistemine son verilecektir.
